Some Kindle authors have been making only 18% royalties on their Kindle books, as opposed to the 30% or 70% that is standard. What gives?

As Nate at The Digital Reader says,

For as long as Amazon has been selling ebooks internationally they’ve also been quietly padding the prices in certain countries.

What’s going on here? Where does that extra money go?
